Why is this Green Community empty?

I'm in Chico California - and there are loads of interesting green communities popping up here.
Near where we are staying Westside Green is marketed as a green community. Pretty cool. Pretty innovative. But the development sits only 1/4 developed; and what is developed is partially empty. What's going on here?
Overall pretty average looking architecture but there is an eclectic assortment which makes it interesting. Decent location. But a Single Family home selling in the 300k ballpark equates to High prices here (Avg sale price for Jan 09 in Chico CA is $271,240)...Here-in lies the whole reason for this green community being empty; a premium price tag and an expectation that consumers will pay a premium for green.
This to me is a feel good story - people want, and are demanding, green... but they want it to be ordinary. They think it should be the mainstream. And so should the pricing - don't you think?
